Kit- I'm using a gorgeous kit by A Taggers Scrap called Golden Kiss. Visit her blog here for where you can purchase this great kit.
Tube-  I'm using Jennifer Janesko, which you can purchase from CDO with a valid license.
Tag at the bottom uses Amy Matthews, who is also available at CDO.
Mask- Mask2byTonya here
Font- Honey Script or font of choice
Photoshop CS5 or program of choice
I use a Mac, so when I use Command you may need to use Ctrl

Here we go :)

Open a new canvas 700x700, transparent background.
Open frame 10 and place on center of canvas.
Open, resize and place paper of choice under frame.
Place close up of tube under frame, above paper so just her face is inside the frame.
Activate your magic wand tool (w). With your frame layer active, click inside it.
Select>Modify>Expand by 5px. Select>Inverse.
Hid delete on your keyboard on both the paper and tube layers.
Command+D to deselect.
Command+J to duplicate tube. Play with the blend modes and opacity to get a nice faded look.
On the bottom tube I did- Luminosity, 50%
On the top tube I did- Soft Light, 70%
Add a drop shadow to the frame-
Open your Layer Styles window by double clicking the layer in the layer window,
click the Drop Shadow option (the whole layer, not just the check box), adjust how you want.

There are loads of beautiful elements in this kit to decorate your tag with.
To resize elements, Command+T to transform, and while holding down the Shift key (to keep proportions)  drag one corner of the element down until desired size.
From bottom to top I used:
Drape- place to left of frame
Wordart 2- place above drape
Heart 3- resize and place on upper right side of frame
Leaves 4- place at bottom of frame
Notebook- Angle slightly to the left, place in lower left corner
Candle- bottom of frame
light 2- top right of frame
key- angle about 90 degrees, top right of frame
flower 9- bottom of frame
cups- bottom of frame
button- bottom of frame
leaves 3- top of frame, use eraser tool and erase part that dangles over tube's face
flower 1- top right of frame
giftbox- bottom right of frame
bottle- bottom right of frame
teddy- bottom right of frame

Now let's get our mask ready! Open your mask on a new canvas.
Add a new layer above it, and flood fill with color of choice,
or use a paper from kit (I used paper 18).
Make sure your mask layer is activated and Command+A to Select All, Command+C to Copy.
Activate the paper layer, hit Q to turn on Quick Mask mode.
Command+V to paste the should now be tinted red.
Hit Q to turn off Quick Mask mode and there should now be marching ants on your canvas.
Hit the Add Layer Mask button at the bottom of the layer palette (rectangle  with the circle in it)
Right click- convert to smart object
Right click- Rasterize layer
Drag completed mask to your tag canvas as the bottom layer
Resize it if needed.

Now crop, trim and resize your tag.
Add license and copyright info.
Add name and any additional text of choice.
Merge, save as PNG, enjoy :)
