Kit- "Turquoise Passion" by Stef's Scrapkits. You can purchase this kit from Lollipops N Gumdrops here
Tube- I used the amazing artwork of Ted Hammond. His work can be found at CDO. You must have a valid license to use his artwork.
Mask- I'm using WH-CM Exclusive #1, by WitchysHeart, which you can download from the Creative Misfits blog here
Plug Ins- Alien Skin Xenofex 2-Constellation
Animation Shop

Here we go :)

Open a new canvas 750x750 with a white background

Choose your Elipse tool, Mode set on "circle"
with your stroke set on 'null', background set to any color, draw out a large circle
convert to raster layer and place towards the right of the canvas
Selections>select all>float>defloat
c/p paper02 onto canvas
selections>invert
hit delete on your keyboard
add close up of tube above paper layer
hit delete on your keyboard
change blend mode of tube to overlay or whatever looks best to you
deselect
delete original circle
selections>select all>float>defloat
selections>modify>select selection borders:
outside, 5, anti-alias checked
add a new raster layer and flood fill with a complimenting color
deselect
rename this layer "circle border"

Now draw out a smaller circle to the bottom left of the large circle
You can refer to my tag for placement
convert to raster layer
repeat the above steps to add paper and border to this circle
instead of the close up of the tube, I added element 37
and lowered the opacity to 58

Add your main tube of choice
duplicate
on duplicate layer:
adjust>blur>gaussian blur 3
change blend mode to soft light

Now decorate your tag with elements.
I used:
element 29- duplicate/mirror
element 40
element 24
element 18
element 13
element 04

crop and resize your tag
add license and copyright info
add any name and text

If you are not going to animate, delete your white background, merge and save :)

To animate:

Highlight your 1st circle border layer
Apply Xenofex Constellation with these settings:

Now highlight your other circle border layer and apply with the same settings
Edit>copy merged
over to AS, paste as new animation

Go back to PSP, undo the constellation effect on both layers
Reapply the same effect to both layers, but hit random seed first
Edit>copy merged
over to AS, paste after current frame

Go back to PSP, and repeat the above steps

Edit>select all
Frame properties, change to around 13
View animation
if you are happy with it, save as GIF
Or play around with the frame properties until you find a speed you like :)
